For municipalities: hybrid funding
When a municipality funds a project together with its residents, the same grant achieves more. The project also gets funding from the people it matters to. Mesenaatti has tested hybrid funding with cities, and the model suits municipalities of any size.

Crowdfunding is a central part of the new participatory society. On the platform, a municipality meets different fields of activity around shared action and can support what matters to the people involved and to the residents themselves. It makes sense to go where people are already active.
When an institution is involved, people trust the campaign more. The municipality's support signals that the project has been assessed and the goal is realistic. This makes it easier for the public to join, brings in more supporters and raises the average contribution. The funding gets a multiplier effect.
In the Mun Tampere hybrid funding pilot, the city and the public funded 13 projects together. With the city's €24,180, the projects received €56,070 in total, as the public contributed €31,890. The city's money more than doubled.

Example: Tampere Hacklab. The minimum goal was €4,000, and the city committed to paying 40% of it, or €1,600. 51 patrons raised €3,540, and the project received €5,140 in total.
All in all, projects from Tampere have received over €216,000 on Mesenaatti through 39 successful campaigns. The best known is the Finnish Museum of Games, which 1,120 patrons funded with €85,860 even before the cooperation with the city.
The model complements traditional grant-making.
The campaign's minimum goal is split between the municipality and the public, for example so that the public raises 60% and the municipality pays 40%. The municipality's share is paid only once the public's share is complete. This model was used in the Mun Tampere pilot.

The municipality ties its share to the money people raise: for every euro from the public, the municipality gives a euro, doubling the funds raised. The municipality's share is at most half of the minimum goal.
Applicants start their campaigns, and the municipality freely chooses which projects to support and with what amounts. Suits you if you want to see the public's interest before deciding.
